Abstract
Major emergency response disposal is the extreme challenge of public management, which involving many aspects of social public management problems, its Holonic system has typical Merton system characteristics, at the same time, in the local or the scene, and has Newton system characteristics, from macro to micro, major emergencies have completely different social attributes, how to solve the multi-scale attribute characteristics of major emergencies? In this paper, a multi-emergency C2 framework for major emergencies is constructed, from the tactical C2 of on-site commander, the battle C2 of the command and dispatch center to the strategy C2 of the evaluation and consultation center, to establish different mechanism and mechanism models at different levels, so as to solve the attribute differences of emergencies at different scales. Based on the multi-emergency C2 framework, combined with the parallel intelligent framework, the multi-scale emergency C2 parallel intelligent technology framework from Newton machine, smart machine to Merton machine is established, providing a framework technology for the application of intelligent technology for major emergency response.
